GECOM'S RELUCTANCE TO PROVIDE OPPOSITION PARTIES WITH FULL PARTICULARS OF APPLICANTS FOR REGISTRATION IN RECENTLY CONCLUDED PHASE 2 CLAIMS AND OBJECTIONS

In conformity with the spirit of the National Registration (Amendment) Act 2011, Act No. 16 of 2011, the PNCR, as a registered Party, expected GECOM to supply, on a timely basis, the particulars of all new registration transactions to enable the Party to undertake its own review and analysis of the List of new applicants for Registration.

In Clause 14A (1) of the National Registration (Amendment) Act 2011, Act No. 16 of 2011, it is envisaged that the Commission would be "……duly observing the procedures for the registration of those eligible electors and direct the Commissioner to have all such eligible electors included in the Supplementary List annexed to the Preliminary List to constitute the Revised List." Clause 14(2) requires that, "The Commissioner shall make available to all registered Political Parties the names of all eligible Electors registered subsequent to the enactment of this amendment."

It is, therefore, a matter of concern to the PNCR that, having requested a copy of the List "of all eligible Electors registered subsequent to the enactment of this amendment" the Party has been provided with an "Alpha List of New Registrants" bereft of any of the necessary particulars to be included in "the Preliminary List" and which would enable the Party to conduct its own review and analysis of the List of new Registration transactions which were undertaken by GECOM.

We are, accordingly, forced to conclude that the Chairman and CEO of GECOM do not feel obligated to respond positively to the legitimate requests of the PNCR and other Opposition Parties.

The PNCR takes this opportunity to remind the Chairman and CEO of GECOM that it is their Constitutional and Statutory responsibility to ensure that, in conformity with the Representation of the People Act, there is a non discriminatory and level playing field for all Parties contesting the 2011 General and Regional Elections.
